Here is a simple way to setup your smartphone without service plan, but you should have wifi connection for making phone call.(with certain TCP port open)

It can be very useful for recycling  your old smartphone. You could give it to your kids for limited communication when you need it.

Here is how.

1. Create  a Google voice phone# – Free.  Go to www.google.com/voice.

2. Once you create Google voice account, logon your Google voice account and Go to setting > Phone. "Google Chat" box should be checked.

 

3. Go to Android market and install "GrooVe IP Lite" (Free).

4. After install "GrooVe IP Lite", you need to put Google voice account info to complete it.

 

** If you get really bad outbound call quality, move the application to SD card on your smartphone.
